e-PPO
The new integrated online pension management system "AABHAR - Aapki sewaon ka" has
been created by the Directorate Treasury Accounts and Pension in collaboration with NIC, in order to overcome the difficulties being
faced by pensioners and simplification of pension process.
There will be seven modules in this system, which will execute the work as follows:
(1) Head of office Module-
In the role of the sanctioning authority, it will send the pension case to the Divisional Joint
Director office in online mode, 03 months before the retirement. Also send the wanted documents to the Divisional Joint Director and
Treasury Officer online. In case of appointing authority being head of department
and administrative department it will send them application for No due, no inquiry, no event certificate, in online mode.
(2) Administrative Department module-
After Online receipt of application, the no objection certificate will be sent to the Subordinate
Head of the Department, the concerned Head of office and the concerned divisional joint director in online mode.
(3) Head of Department Module-
In the event of Head of Department being the Appointing authority, no due, no inquiry,
no event certificate related application should be received from the subordinate Head of office and the submission of
the certificate to the subordinate Head of office and the concerned Divisional Joint Director. On receiving online
request for No due, no inquiry, no event certificate from subordinate
Head of office send online request to administrative department in case appointing authority is Government.
(4) Divisional Joint Director Module-
To examine the online information and physically certified pension form and service book sent
by the Head of Office. To issue digitally signed e -PPO / e-GPO / e-CPO (PPO-Pension Payment Order, GPO- Gratuity Payment Order,
CPO-Commutation Payment Order) online to the Treasury
Officer and send the covering letter online to head of office and through email to pensioners for pension cases received in advance.
(5) Treasury officer module-
Receiving online E-PPO / e-GPO / e-CPO issued by the Divisional Joint Director,
then after preparing e-Bill to ensure the process of payment. The presence of the pensioner has been made mandatory
for the self verification in the treasury. After first payment, sending the digitally signed e-PPO
and wanted records to the nodal bank automatically for the upcoming pension payment in the bank selected by the pensioner, in online mode.
(6) Bank module-
After the bank receives e-PPO and wanted documents online,
payment will be done on the date prescribed by the bank. After it bank will share MIS with Cyber Treasury.
(7) DTAP module-
Control and coordination among different modules. To ensure the compliance of the pension
guidelines issued by the government from time to time.
Establishment of pension grievance redressal system. Operation of Pension Data Base, Website and Mobile App.
Newly Integrated Online Pension Management System “AABHAR- aapki sewaon ka”-
Effective from May 31, 2018,The benefits of its services will be as under:
(1) Judicial matters will decrease.
(2) In the state, there will be a unified system and realistic pension database for the process of pension payment and receiving.
(3) Accountability and transparency will be at each level under the concept of e-governance.
(4) Under the concept of good governance, all pensioners will be given the simplified and better service delivery through website, SMS alerts, e-mails, pensioners' app, monthly and annual pension details. Pension grievance redressal cell will be arranged for effective and quick redressal of pensioner's problems.
(5)Pensioners will be able to receive pension without any possible irregular payment glitches by the banks.
(6) Better cash and debt management will be arranged with correct assessment of pension liability.
